Carta de AVAATE al Comisario Europeo de Salud

Le escribo como Presidenta de la Asociación Callisoletana de Afectados por antenas de Telecomunicaciones, con CIF 47501739 y con domicilio en C/ Andrés Laoreden s/n 47003 de VAlladolid (Espańa) para comunicarle lo siguiente:

Desde nuestra Asociación estamos muy preocupados por las consecuencias que tienen sobre la salud las ondas electromagnéticas emitidas por las antenas de telefonía y los aparatos inalámbricos (entre ellos teléfonos móviles).

Como usted sabe, por Decisión de la Comisión de 11 de marzo de 2013 se nombró para el periodo 2013-2016 a los miembros de los tres Comités Científicos creados por Decisión 2008/721/EC. Uno de dichos Comités es el Scientific Committee on Emerging and Newly Identified Health Risks (SCENIHR-Comité Científico de los Riesgos Sanitarios Emergentes Recientemente Identificados), entre cuyas áreas de actividad se encuentra la de los riesgos provocados por los campos electromagnéticos.

Los miembros que se nombraron para el Comité Científico de los Riesgos Sanitarios Emergentes Recientemente Identificados fueron los siguientes:

- DEKANT Wolfgang: University of Würzburg, Würzburg, Germany (Al parecer, según hemos averiguado, presentó su dimisión como miembro del Comité).
- EMRI Igor: University of Ljubljana, Ljubljana, Slovenia.
- EPSTEIN Michelle: Medical University of Vienna, Vienna, Austria.
- HARTEMANN Philippe: Université Nancy Lorraine, Nancy, France.
- HOET Peter: Katholieke Universiteit Leuven, Leuven, Belgium.
- LEITGEB Norbert: Graz University of Technology, Graz, Austria.
- MARTINEZ MARTINEZ Luis: University hospital of Cantabria, Santander, Spain.
- PROYKOVA Ana: University of Sofia, Sofia, Bulgaria.
- RIZZO Luigi: University of Salerno, Fisciano, Italy.
- RODRIGUEZ-FARRÉ Eduardo: Consejo Superior de Investigaciones Científicas, Madrid, Spain.
- RUSHTON Lesley: Imperial College London, London, United Kingdom.

De los miembros que actualmente forman parte de este Comité (periodo 2013-2016), hemos analizado sus Curriculum Vitae y declaraciones, publicadas actualmente en la páginahttp://ec.europa.eu/health/scientific_committees/emerging/members_committee/index_en.htm, con el fin de comprobar su grado de cualificación específico para el ámbito de los riesgos provocados por las ondas electromagnéticas. El resultado de este análisis lo hemos reflejado en el Anexo I de este escrito. Como puede observarse, de los catorce miembros que actualmente forman parte de este Comité, aún pudiéndose tratar todos de prominentes científicos, únicamente dos de ellos (el Profesor Dr. Thedoros Samaras y el Dr. Norbert Leitgeb) disponen en su curriculum de diversos trabajos realizados a lo largo del tiempo en el área de los riesgos provocados por los campos electromagnéticos. El resto de expertos tiene un curriculum prácticamente inexistente en esta área de conocimientos (Únicamente se podría decir de los demás en este campo que la Prof. Ana Proykova da clases desde 2006 de física médica que tienen relación, entre otras cuestiones, con las influencias de la radiación en los tejidos, y que el Dr. Rodríguez Farré tiene algo de formación en radiología). Además de lo anterior, que evidentemente llama la atención, aún a sabiendas de que se trata de un Comité que se dedica a otra serie de áreas científicas, detectamos en el caso del profesor Theodoros Samaras que en su Declaración de intereses figura como Consultor/Asesor para diversos proyectos del grupo griego de la empresa de telefonía Vodafone (Vodafone-Pasnafon), lo que evidentemente puede afectar de manera clara a su independencia en el tema que nos ocupa. Sin prejuzgar sus actuaciones, queremos recordar en este momento que la independencia en el ámbito científico es una cualidad que no solo debe demostrarse, sino también que debe presumirse en base a indicios externos.

Por otra parte existe bajo el amparo de dicho Comité Científico, un Grupo de Trabajo sobre EMF (ondas electromagnéticas) del que forman parte por un lado el profesor Theodoros Samaras (como Presidente del Grupo de Trabajo y único miembro del Comité en el mismo, a pesar de la incompatibilidad ya citada), y por otro los siguientes expertos externos:

- Prof. Anssi Auvinen.

- Prof. Dra. Heidi Danker-Hopfe.

- Dr. Kjell Hansson Mild.

- Prof. Mats-Olof Mattsson.

- Dr. Hannu Norppa.

- Dr. James Rubin.

- Dra. Maria Rosaria Scarfi.

- Dr. Joachim Schuz.

- Dr. Zenon Sienkiewicz.

- Dra. Olga Zeni.

De todos los miembros que actualmente forman parte de este Grupo de Trabajo (periodo 2013-2016), hemos analizado las declaraciones publicadas actualmente en la páginahttp://ec.europa.eu/health/scientific_committees/emerging/members_wg/index_en.htm# (solamente Declaraciones, puesto que en este caso no sabemos el motivo pero no incluyen Curriculum Vitae), con el fin de comprobar su grado de cualificación para el ámbito de los riesgos provocados por los campos electromagnéticos. También hemos hecho búsquedas sobre la bibliografía y trabajos realizados por dichos miembros. El resultado de este análisis lo hemos reflejado en el Anexo II de este escrito. De los 11 miembros del Grupo de Trabajo (incluido su Presidente), hemos observado que todos salvo el Dr. Hannu Norppa, tienen trabajos realizados en el área de los campos electromagnéticos. Sin embargo, el principal problema con el que nos encontramos en el Grupo de Trabajo es que, según sus declaraciones, todos ellos, salvo el Dr. Hannu Norppa y la Prof. Dr. Heidi Danker-Hopfe, han participado o recibido financiación en distintos momentos (e incluso a veces en la actualidad) respecto de organizaciones o empresas relacionadas como las telecomunicaciones (Ver el citado Anexo II).

A la vista de todo lo anterior, creemos sinceramente que la configuración de los paneles de expertos diseńada para los problemas de salud que están detrás de los campos electromagnéticos no cumple con los requisitos necesarios de cualificación específica en la materia (en el caso de los miembros del Comité, salvo para el profesor Theodoros Samaras que por otra parte tiene un grave problema de compatibilidad, y parcialmente para las otras tres excepciones seńaladas), y los requisitos necesarios para su independencia (en el caso del Grupo de trabajo, donde solo parecen formalmente independientes el Dr. Hannu Norppa y la Profesora Dr. Heidi Danker-Hopfe).

Tanto para el Comité como para el Grupo de Trabajo conocemos que existen a nivel mundial y europeo suficientes expertos en materia de riesgos por ondas electromagnéticas que no han recibido participado o recibido financiación respecto de organizaciones o empresas relacionadas como las telecomunicaciones, y cuya participación haría realmente creíble el resultado de cuantas investigaciones se llevaran a cabo por los mismos. Además, en el caso del Comité, sería claramente necesario que hubiera un mayor número de miembros cuyo trabajo directo y más importante se relacione con el área de los campos electromagnéticos y sus riesgos, aspecto que realmente sólo cumplen tres de sus miembros.

En la Comunicación de la Comisión Europea de 11 de diciembre de 2002 (COMMUNICATION FROM THE COMMISSION ON THE COLLECTION AND USE OF EXPERTISE BY THE COMMISSION: PRINCIPLES AND GUIDELINES “Improving the knowledge base for better policies”), se seńala claramente que se debe minimizar el riesgo de que pueda haber intereses creados que distorsionen el asesoramiento (párrafo quinto de la página 9), reconociéndose en el primer párrafo de la página 16 como posible causa de exclusión por poder afectar a la objetividad la de trabajar para una empresa.

En el Considerando (7) de la Decisión 2008/721/CE de la Comisión, de 5 de septiembre de 2008, por la que se crea una estructura consultiva de Comités científicos y expertos en el ámbito de la seguridad de los consumidores, la salud pública y el medio ambiente y se deroga la Decisión 2004/210/CE (DOUEL 10 de septiembre de 2008), se seńala que “El asesoramiento científico sobre cuestiones relativas a la seguridad de los consumidores, la salud pública y el medio ambiente debe basarse en los principios de excelencia, independencia e imparcialidad y transparencia, tal y como fueron desarrollados en la Comunicación de la Comisión “Obtención y utilización de asesoramiento por la Comisión: principios y directrices. Fortalecimiento de la base de conocimientos para mejorar las políticas”.

En las Reglas de Funcionamiento de los Comités, también publicadas en la página web de la Comisión Europea, se insiste en que los miembros y expertos deben estar en una posición que garantice su independencia de criterio, lo que no parece que pueda predicarse de personas que en el presente o en el pasado hayan recibido financiación de determinadas organizaciones o empresas interesadas en el desarrollo de las telecomunicaciones.

Por todo lo anterior se solicita que a partir de este momento y antes de que se produzca cualquier nuevo pronunciamiento científico del Comité Científico de los riesgos sanitarios emergentes recientemente identificados o del Grupo de trabajo sobre EMF, se realice una nueva selección de expertos para ambos órganos en el área de los riesgos producidos por las ondas electromagnéticas .

ANEXO I

MIEMBROS DEL COMITÉ CIENTÍFICO DE LOS RIESGOS SANITARIOS EMERGENTES RECIENTEMENTE IDENTIFICADOS

Prof. Igor Emri: profesor de la Facultad de Ingeniería mecánica de la Universidad de Ljubljana (Eslovenia). Está formado en Ingeniería mecánica y todo su currículo y trabajos giran en torno a la misma (especialmente respecto a materiales polímeros), sin que aparezcan trabajos en el área de los riesgos provocados por los campos electromagnéticos.

Dra. Michelle Epstein: trabaja en investigación en el área de “Alergia e Inmunología” de la Universidad Médica de Viena (Austria). Tiene formación en bioquímica, química orgánica, medicina y medicina interna. Ha trabajado en transgénicos y también en proyectos de alimentación animal. Su principal actividad actual es sobre mecanismos básicos de alergia y enfermedades inmunológicas en relación con productos alimenticios e implantación de biomateriales. No aparecen en su curriculum trabajos en el área de los riesgos provocados por los campos electromagnéticos.

Prof. Philippe Hartemann: profesor de Salud Pública de la Facultad de Medicina de la Universidad de Lorraine, Nancy (Francia). Tiene formación en Bioquímica, Medicina, Salud Pública y Microbiología (esto último en el Instituto Pasteur de París).
Después de realizar estudios científicos sobre química y bioquímica en Estrasburgo, entró en la escuela de Medicina de Nancy donde estudió medicina y preparó un doctorado orientado hacia los mecanismos bioquímicos de regulación endocrina. Después de la obtención de su grado M.D y especialización en salud pública (epidemiología) decidió girar su actividad profesional al estudio de las relaciones entre el entorrno y la salud humana: microbiología del agua potable, epidemiología ambiental y vigilancia, brotes marítimos, higiene de hospitales y control de infección nosocomial. Desde 1981 es miembro de comités de evaluación de riesgos franceses y es consejero para los programas de cooperación internacional en la evaluación de riesgo sanitaria. En 250 publicaciones en las que ha intervenido desde 1973, se ha dedicado a aspectos como la toxicología del agua, microbiología del agua, infecciones nosocomiales, etc. No aparecen en su curriculum trabajos en el área de los riesgos provocados por los campos electromagnéticos.

Prof. Peter Hoet: profesor de la Katholieke Universiteit Leuven (Bélgica) en las siguientes materias: toxicología, alergias, epidemiología, cualidad del aire, toxicocinética, nanotoxicología, etc. Estudió Maestría industrial en ciencias en la Katholieke Industriële Hogeschool Antwerpen (Belgium) y Maestría en Ingeniería biocientífica en la Katholieke Universiteit Leuven (Belgium), donde ejerce actualmente de profesor. Estudió biología y medicina en Leuven y toxicología en Reino Unido. Experto en inmunotoxicología e investigación clínico epidemiológica en trastornos producidos por el medio ambiente. Sus trabajos más recientes versan sobre contaminación por nanopartículas y exposición a aire contaminado por el tráfico. No aparecen en su curriculum trabajos en el área de los riesgos provocados por los campos electromagnéticos.

Dr. Norbert Leitgeb: trabaja en la Graz University of Technology, Graz (Austria). Miembro del Comité Asesor Internacional sobre campos electromagnéticos de la Organización Mundial de la Salud. Tiene formación en Ingeniería biomédica. Tiene trabajos en el área de los riesgos provocados por los campos electromagnéticos.

Dr. Luis Martínez Martínez: jefe de Servicio de Microbiología Clínica del Hospital de la Universidad de Cantabria, Santander (Espańa). Profesor titular de la misma materia en la Universidad de Cantabria. No tiene trabajos en el área de los riesgos provocados por los campos electromagnéticos.

Prof. Ana Proykova: presidenta del Centro Nacional de Nanotecnología de la Academia de Ciencias de Bulgaria. Profesora de Física Médica (radiología) en la Universidad de Sofía (Bulgaria). Formación en Ciencias Físicas. Entre otras materias, da clases de física médica que tienen relación con las influencias de la radiación en los tejidos. En su curriculum no aparecen trabajos en el área de los riesgos provocados por los campos electromagnéticos.

Dr. Luigi Rizzo: profesor de la Universidad de Salerno Fisciano (Italia) de Ingeniería Ambiental y Ciencias del medio ambiente y Tecnología. Experiencia científica en contaminación del suelo, del agua y microbiología. No aparecen trabajos en el área de los riesgos provocados por los campos electromagnéticos.

Prof. Eduardo Rodríguez-Farré: trabaja en el Consejo Superior de Investigaciones Científicas, Madrid (Espańa) (neurotoxicidad medioambiental) y es profesor en varias universidades en materia de neurotoxicología. Tiene formación en Medicina, Farmacología y Radiología. En su curriculum no aparecen trabajos en el área de los riesgos provocados por los campos electromagnéticos.

Dr. Lesley Rushton: tiene formación en Estadística. Trabaja en el área de Epidemiología y Estadísticas en Medio Ambiente y Salud en el Trabajo en el Imperial College London (Reino Unido). En su curriculum no aparecen trabajos en el área de los riesgos provocados por los campos electromagnéticos.

Dr. Konrad Rydzynski: tiene formación en Medicina. Director General y profesor de Toxicología en el Nofer Instituto de Medicina del Trabajo, Lodz (Polonia). En los últimos ańos su trabajo de investigación se concentra en la genotoxicidad y carcinogénesis, con especial énfasis en el peligro para la salud y los riesgos derivados de la exposición a las nanopartículas. En su curriculum no aparecen trabajos en el área de los riesgos provocados por los campos electromagnéticos.

Dr Theodoros Samaras: profesor de Física (exposición a EMF), Ingeniería (biomédica) y Medio Ambiente en la Universidad Aristóteles de Tesalónica (Grecia). Tiene formación en Física médica. Tiene diversos trabajos en el área de los riesgos provocados por los campos electromagnéticos. Es presidente del grupo de trabajo de EMF del Scientific Committe on Emerging and Newly identified Health Risks desde 2013. En su Declaración de intereses figura como Consultor y Asesor del grupo griego de Vodafone (Vodafone-Pasnafon) en diversos proyectos.

Dr Emanuela Testai: vice-presidenta de la Comisión. Jefa de la Unidad de Toxicología del Departamento de Medio Ambiente y Mecanismos de Prevención primaria. Trabaja en el Istituto Superiore di Sanit, Roma (Italia). Formación en Biología y Bioquímica. Actualmente investiga en el Instituto citado en materia de Toxicología y Evaluación de riesgos para la salud humana. Sus trabajos se centran en toxicología en mamíferos con interés especial en la exposición a determinados productos naturales o sintéticos. En su curriculum no aparecen trabajos en el área de los riesgos provocados por los campos electromagnéticos.

Dr. Theodorus Vermeire: Jefe del Departamento de Salud Ocupacional y del Transporte del Instituto Nacional de Salud Pública y Medio Ambiente (RIVM) de los Países Bajos. Tiene formación en bioquímica y toxicología. Ha desarrollado un sistema para la evaluación de sustancias químicas industriales, productos fitosanitarios y biocidas. En su curriculum no aparecen trabajos en el área de los riesgos provocados por los campos electromagnéticos.

ANEXO II

GRUPO DE TRABAJO DE EMF DEL COMITÉ CIENTÍFICO DE LOS RIESGOS SANITARIOS EMERGENTES RECIENTEMENTE IDENTIFICADOS

Expertos CCRSERI

Prof. Dr. Theodoros Samaras: profesor de Física (exposición a EMF), Ingeniería (biomédica) y Medio Ambiente en la Universidad Aristóteles de Tesalónica (Grecia). Tiene formación en Física médica. Tiene diversos trabajos en el área de los riesgos provocados por los campos electromagnéticos. Es presidente del grupo de trabajo de EMF del Comité Científico de los riesgos sanitarios emergentes recientemente identificados (SCENIHR) desde 2013. En su Declaración de intereses figura como Consultor y Asesor del grupo griego de Vodafone (Vodafone-Pasnafon) en diversos proyectos.

Expertos externos:

Prof. Anssi Auvinen: profesor de Epidemiología en la Escuela de Ciencias de la Salud de la University de Tampere (Finland). Ex miembro del Comité Scenihr. En 2013-2014 figura en su declaración que le financia una investigación el “Mobile Manufacturers Forum”, que es una organización internacional fundada en 1998 por empresas líderes en fabricación de móviles y equipos de radio, que incluye a empresas como Alcatel, Ericsson, Mitsubishi Electric, Motorola, Nokia, KarbonnMobiles, Panasonic, Philips, Sagem, Samsung, Siemens, Sony Ericsson y TCL & Alcatel Mobile Phones. También entre 2009 y 2011 realizó una investigación sobre usuarios de teléfonos móviles financiada en parte por Nokia, TeliaSonera y Elisa y al amparo de la Agencia de Tecnología de Finlandia. Tiene algún trabajo en el área de los riesgos provocados por los campos electromagnéticos.

Prof. Dr. Heidi Danker-Hopfe: jefe del Centro de Competencia de la Medicina del Sueńo de la Charité Universidad de Medicina de Berlín. Tiene algún trabajo en el área de los riesgos provocados por los campos electromagnéticos.

Dr. Kjell Hansson Mild: figura como asesor científico de Telia Sonera Group entre 2010 y 2014. Este grupo es la compańía telefónica dominante y operador de red móvil en Suecia y Finlandia. Es profesor del Departamento de Ciencias de la Radiación de la Universidad de Umea (Suecia). Tiene algún trabajo en el área de los riesgos provocados por los campos electromagnéticos.

Prof. Mats-Olof Mattsson: desde 2009 hasta la actualidad es miembro del Comité científico asesor de TeliaSonera, Estocolmo (Suecia), aunque no le retribuyen por ello. Tiene algún trabajo en el área de los riesgos provocados por los campos electromagnéticos.

Dr. Hannu Norppa: profesor en el Instituto finlandés de salud en el trabajo y en la Facultad de Ciencias Biológicas de Helsinki (Genética toxicológica). En su curriculum no aparecen trabajos específicos en el área de los riesgos provocados por los campos electromagnéticos.

Dr. James Rubin: profesor titular de Psicología. Ha recibido dinero como perito en Inglaterra en un caso relativo a la instalación de wifi en una Iglesia. También por asesoramiento en el Estado de Jersey sobre posibles causas de electrosensibilidad. Asimismo ha recibido subvenciones financiadas, entre otras entidades, por la industria para llevar a cabo dos estudios de doble ciego de provocación sobre los efectos de Seńales GSM y TETRA en personas. Tiene trabajos en el área de los riesgos provocados por los campos electromagnéticos.

Dra. Maria Rosaria Scarfi: es científica en el Institute for Electromagnetic Sensing of the Environment IREA, Nápoles, (Italia). De 2001 a 2004 fue investigadora principal de un proyecto de investigación sobre los efectos sobre la salud de las emisiones de teléfonos inalámbricos de la CTIA-The Wireless Association (Organización internacional sin fines de lucro que ha representado a la industria de comunicaciones inalámbricas desde 1984). Entre 2004 y 2005 participó en un proyecto similar financiado por Telecom Italia Lab. De 2006 a 2007 participó en otro proyecto de investigación financiado por Telecom Italia Lab.

Dr. Joachim Schuz: jefe de la Sección de Investigación de la IARC (Agencia Internacional de la Investigación del Cáncer). Experto en Epidemiología, Bioestadística e Informática Médica. Entre 1999 y 2004 ha participado en el estudio Interphone, en el cual participó la UICC (Unión Internacional contra el cáncer), que recibió fondos del Mobile Manufacturers Forum and GSM Association. Entre 2006 y 2012 ha realizado estudios sobre ondas electromagnéticas y el riesgo y supervivencia en chicos con leucemia financiados por el Electric Power Research Institute (Instituto de Investigación de Potencia Eléctrica), entidad que realiza investigaciones sobre temas de interés de la Industria de la energía eléctrica en Estados Unidos. El EPRI es en principio una organización sin fines de lucro independiente, pero está fundada por organizaciones de producción, distribución y con intereses en la industria eléctrica.

Dr. Zenon Sienkiewicz: formación en Fisiología. Sus intereses de investigación particulares incluyen los efectos fisiológicos y conductuales de la frecuencia de la energía y los campos de radiofrecuencia; los efectos de la exposición prenatal a la radiación ionizante o ultrasonido en el comportamiento y los efectos de la radiación UV sobre melanomagenesis. Figura en su declaración la relación con BT (una de las empresas de servicios de telecomunicaciones más grandes del mundo) desde 2003 hasta la actualidad. También colabora como asesor desde 2009 con el “Rapid Response Group, Japan EMF Information Center” (financiado por “Japan Electrical Safety & Environment Technology Laboratories”), mediante la revisión y análisis de estudios científicos de reciente publicación. Es miembro de la International Commission On Non Ionizing Radiation Protection.

Dra. Olga Zeni: es científica en el Institute for Electromagnetic Sensing of the Environment IREA Nápoles (Italia). Entre 2001-2004 participó en el proyecto “Efectos sobre la salud de emisión de radiofrecuencias desde teléfonos inalámbricos”, organizado por la CTIA (Cooperativa Research and Development Agreement), que es una asociación internacional de la industria de las telecomunicaciones inalámbricas que representa a los que llevan, fabrican y proveen Internet inalámbrico. Entre 2004 y 2005 ha sido responsable científica de un proyecto sobre efectos de las ondas electromagnéticas de los teléfonos móviles financiado por Telecom Italia Lab. Entre 2006 y 2007 ha sido responsable científico de otro proyecto similar financiado también por Telecom Italia Lab.

From our Association we are very worried about the implications on health of electromagnetic waves emitted by cellphone towers and wireless devices (including mobile phones).

As you know, by Commission Decision of 11 March 2013 was appointed members to the 2013-2016 period of the three Scientific Committees established by Decision 2008/721 / EC. One of those Committees is the Scientific Committee on Emerging and Newly Identified Health Risks (SCENIHR), that works diverse areas of activity, one of them are the risks caused by electromagnetic fields.

Members who were appointed to the Scientific Committee on Emerging and Newly Identified Health Risks (2013-2016):

Of the members of this Committee (2013-2016), we analyzed their Curriculum Vitae and statements currently published in the site: http: //ec.europa.eu/health/scientific_committees/emerging/members_committee/index_en.htm, in order to check the degree of specific qualifications for the scope of the risks caused by electromagnetic waves. We have reflected the result of this analysis in Annex I of this paper. As can be seen, of the fourteen members who are currently part of this Committee, only two of them (Prof. Dr. Thedoros Samaras and Dr Norbert Leitgeb) hace in their curriculum various studies made in the area of risks from electromagnetic fields. The other expert hasnt works in this area of knowledge (only could be said of others in this field that Prof. Ana Proykova teaches medical physics since 2006 that include, among other things, the influences of radiation in the tissues, and that Dr. Rodriguez Farré has some training in radiology). Besides the above, which obviously attracts attention, even knowing that this Committee is dedicated to other scientific areas, in the case of Professor Theodoros Samaras appears in his Declaration of interest as Consultant/Advisor for various projects of the Greek group of phone company Vodafone (Vodafone-Pasnafon), which can obviously affect his independence.

Under the protection of the Scientific Committee, there is a Working Group on EMF (electromagnetic waves) which includes one hand Professor Theodoros Samaras (as Chairman of the Working Group and the only member of the Committee on the same, despite independence problem cited above), and on the other the following external experts:

Of all the members that are currently part of this Working Group (2013-2016), we analyzed the statements currently published in the site: http: //ec.europa.eu/health/scientific_committees/emerging/members_wg/index_en.htm# (Statements only, in this case we do not know the reason but do not include Curriculum Vitae), in order to check their level of qualification for the field of risks from electromagnetic fields. We have also done research about the literature and work done by them. We have reflected the result of this analysis in Annex II of this writing. Of the 11 members of the Working Group (including its president), we have observed that all, except Dr. Hannu Norppa, have works in the area of electromagnetic fields. However, the main problem which we found in the Working Group is that, according to their statements, all except Dr. Hannu Norppa and Prof. Dr. Heidi Danker-Hopfe, have participated or received funding in different moments (and sometimes even today) with/from Organizations or Companies interested in the development of telecommunications (See Annex II).

In view of the above, we sincerely believe that the configuration of the expert panels designed for health problems that are behind the electromagnetic fields do not meet the requirements of specific qualification on the subject (in the case of members the Committee, except for professor Theodoros Samaras, who has a serious compatibility problem, and partly for the other three listed exceptions), and the requirements for independence (in the case of the Working Group, where only appear as formally independents Dr. Hannu Norppa and Professor Dr. Heidi Danker-Hopfe).

We know that there are sufficient global and European experts on risk level electromagnetic really independent. Furthermore, in the case of the Committee, would be necessary to have a larger number of members specialists in the field, something that really only are three of its members.

The Communication from the European Commission on December 11, 2002 (COMMUNICATION FROM THE COMMISSION ON THE COLLECTION AND USE OF EXPERTISE BY THE COMMISSION: PRINCIPLES AND GUIDELINES "Improving the knowledge base for better policies"), clearly states that should be minimized the risk of interests distorting the advice (fifth paragraph on page 9), recognizing in the first paragraph on page 16 working for a company as a possible cause of exclusion to affect the objectivity of.

In Recital (7) of COMMISSION DECISION of 2008 setting up an advisory structure of Scientific Committees and experts in the field of consumer safety, public health and the environment and repealing states that “The scientific advice on matters relating to consumer safety, public health and the environment must be based on the principles of excellence, independence and impartiality, and transparency, as developed in the Commission Communication on ‘The collection and use of expertise by the Commission: principles and guidelines. Improving the knowledge for better policies"”.

The Rules of Operation of the Committees, also published on the website of the European Commission, it is emphasized that members and experts should be in a position to guarantee their independence of judgment, which does not seem to be predicated of persons that in the present or in the past have participated o received money with/from certain Organizations or Companies interested in the development of telecommunications.

Given the above it is requested that from this time and before any new scientific opinion of the Scientific Committee on Emerging health risks newly identified or Working Group on EMF occurs, you would make a new selection of experts for both bodies in the area of the risks caused by electromagnetic waves.

SCIENTIFIC COMMITTEE MEMBERS OF EMERGING AND NEWLY IDENTIFIED HEALTH RISKS

Prof. Igor Emri. Professor, Faculty of Mechanical Engineering, University of Ljubljana (Slovenia). His entire curriculum and work revolve around Mechanical Engineering (especially regarding polymer materials). We have not found works in the area of risks from electromagnetic fields.

Dr. Michelle Epstein. WorkS on research in the area of "Allergy and Immunology" at the Medical University of Vienna (Austria). She has a background in biochemistry, organic chemistry, medicine and internal medicine. She has worked on projects in transgenic animal feed. Her main activity is on basic mechanisms of allergy and immunologic in relation to food and implantation of biomaterials diseases.
Prof. Philippe Hartemann: Professor of Public Health, Faculty of Medicine, University of Lorraine, Nancy (France). He has a background in Biochemistry, Medicine, Microbiology and Public Health (the latter at the Pasteur Institute in Paris).
After conducting scientific studies of chemistry and biochemistry at Strasbourg, he entered the School of Medicine Nancy where he studied medicine and prepared an oriented biochemical mechanisms of endocrine regulation doctorate. After obtaining his MD degree and specialization in public health (epidemiology) decided to turn his career to the study of the relationship between environment and human health: microbiology of drinking water, environmental epidemiology and surveillance, maritime outbreaks, hygienic hospital and control of nosocomial infection. Since 1981 he is a member of evaluation committees and French risk advisor for international cooperation programs in health risk assessment. In 250 publications in which he has participated since 1973, has been dedicated to issues such as toxicology water, water microbiology, nosocomial infections, etc. We have not found works in the area of risks from electromagnetic fields.

Prof. Peter Hoet. Professor at Katholieke Universiteit Leuven (Belgium) in the following areas: toxicology, allergy, epidemiology, quality of air, toxicokinetics, nanotoxicology, etc. He studied industrial Master of Science in Katholieke Hogeschool Antwerpen Industriële (Belgium) and Master of bioscience engineering at the Katholieke Universiteit Leuven (Belgium), where he is currently professor. He studied biology and medicine in Leuven and toxicology in the UK. Expert in immunotoxicology clinical and epidemiological research in disorders produced by the environment. His recent work focuses on nanoparticle contamination and exposure to air polluted by traffic. We have not found works in the area of risks from electromagnetic fields.

Dr. Norbert Leitgeb. Works on the Graz University of Technology, Graz (Austria). Member of the International Advisory Committee on EMF of the World Health Organization. He has a background in Biomedical Engineering. He has works in the area of risks from electromagnetic fields.

Dr. Luis Martínez Martínez. Head of Clinical Microbiology at the Hospital of the University of Cantabria, Santander (Spain). Professor of the same subject at the University of Cantabria. We have not found works in the area of risks from electromagnetic fields.

Prof. Ana Proykova. President of the National Nanotechnology Center of the Academy of Sciences of Bulgaria. Professor of Medical Physics (radiology) at the University of Sofia (Bulgaria). Training in Physics. She teaches medical physics that relate among other subjects, to the influence of radiation on tissues. We have not found works in the area of risks from electromagnetic fields.

Dr. Luigi Rizzo. Professor at University Fisciano Salerno (Italy) of Environmental Engineering and Environmental Science and Technology. Scientific expertise in contamination of soil, water and microbiology. We have not found works in the area of risks from electromagnetic fields.

Prof. Eduardo Rodríguez-Farré. He works in the Higher Council for Scientific Research, Madrid (Spain) (environmental neurotoxicity) and is professor at several universities in the field of neurotoxicology. He has a background in medicine, pharmacology and radiology. We have not found works in the area of risks from electromagnetic fields.

Dr. Lesley Rushton. He has a background in statistics. He works in the area of Epidemiology and Statistics in Environmental and Occupational Health at Imperial College London (UK). We have not found works in the area of risks from electromagnetic fields.

Dr. Konrad Rydzynski. He has medical training. Director General and Professor of Toxicology at the Nofer Institute of Occupational Medicine, Lodz (Poland). In recent years his research focuses on the genotoxicity and carcinogenicity, with special emphasis on health hazards and risks arising from exposure to nanoparticles. We have not found works in the area of risks from electromagnetic fields.

Dr Theodoros Samaras. Professor of Physics (exposure to EMF), Engineering (Biomedical) and the Environment at the Aristotle University of Thessaloniki (Greece). Have training in medical physics. Her work focuses on mammalian toxicology with emphasis on exposure to certain natural or synthetic products. We have not found works in the area of risks from electromagnetic fields.

Dr. Theodorus Vermeire. Head of Occupational Health and Transportation National Institute of Public Health and Environment (RIVM) in the Netherlands. He has a background in biochemistry and toxicology. He has developed a system for the assessment of industrial chemicals, pesticides and biocides. We have not found works in the area of risks from electromagnetic fields.

In 2013-2014 researchs with "Mobile Manufacturers Forum," which is an international organization founded in 1998 by leading companies in manufacturing mobile phones and radio equipment, which includes companies such as Alcatel, Ericsson, Mitsubishi Electric, Motorola, Nokia, KarbonnMobiles, Panasonic, Philips, Sagem, Samsung, Siemens, Sony Ericsson and TCL & Alcatel Mobile Phones. Also between 2009 and 2011 he conducted research on mobile phone users supported in part by Nokia, TeliaSonera and Elisa and under the Technology Agency of Finland. Prof. Dr. Heidi Danker-Hopfe. Head of Competence Center of Sleep Medicine of the Charité University Medicine Berlin. He has any work in the area of risks from electromagnetic fields.

Dr. Kjell Hansson Mild. Scientific Advisor from Telia Sonera Group between 2010 and 2014; this group is the dominant telephone company and mobile network operator in Sweden and Finland. He is professor in the Department of Radiation Sciences, University of Umea (Sweden). He has any work in the area of risks from electromagnetic fields.

Prof. Mats-Olof Mattsson. From 2009 to the present is a member of the Advisory Scientific Committee of TeliaSonera, Stockholm (Sweden), but do not compensate him for it (although we understand that his link makes him dependent). He has any work in the area of risks from electromagnetic fields.

Dr. Hannu Norppa. Professor at the Finnish Institute of Occupational Health and the School of Biological Sciences, Helsinki (Toxicological Genetics). Not appear in his curriculum specific work in the area of risks from electromagnetic fields.

Dr. James Rubin. Professor of Psychology. He has received money as an expert in England in a case involving the installation of wifi in a church. Also for advice in the State of Jersey on possible causes of electrosensitivity. He has also received money, among others, by the industry to carry two double-blind provocation on the effects of GSM and TETRA signals in people. He works in the area of risks from electromagnetic fields.

Dr. Maria Rosaria Scarfi. Scientist at the Institute for Electromagnetic Sensing of the Environment IREA, Naples (Italy). From 2001 to 2004 she was principal investigator of a research project on the health effects of emissions from wireless phones of CTIA-The Wireless Association (International Nonprofit organization that has represented the wireless communications industry since 1984) . Between 2004 and 2005 she participated in a similar project funded by Telecom Italia Lab. Between 2006 and 2007 she participated in another research project funded by Telecom Italia Lab.

Dr. Joachim Schuz. Head of the Research Section of IARC (International Agency for Research on Cancer). Expertise in Epidemiology, Biostatistics and Medical Informatics. Between 1999 and 2004 he participated in the Interphone study, which was attended by the UICC (International Union Against Cancer), which was funded by the Mobile Manufacturers Forum and GSM Association. Between 2006 and 2012 he has conducted studies on electromagnetic waves and the risk and survival in children with leukemia funded by the Electric Power Research Institute (Research Institute of Electric Power), an organization that conducts interest research to the industry of electric power in the United States. EPRI is in principle a non-profit independent organization, but is funded by organizations of production, distribution and interest in the electricity industry.

Dr. Zenon Sienkiewicz. Physiology training. His particular research interests include the physiological and behavioral effects of power frequency and radio frequency fields; the effects of prenatal exposure to ionizing radiation or ultrasound on behavior and the effects of UV radiation on melanomagenesis. Figure in his statement the relationship with BT (one of the largest companies telecommunications services in the world) from 2003 to present. He also works as a Consultant since 2009 with the "Rapid Response Group, Japan EMF Information Center" (funded by "Japan Electrical Safety & Environment Technology Laboratories"), by reviewing and analyzing scientific studies recently published. He is a member of the International Commission On Non Ionizing Radiation Protection.

Dr. Olga Zeni. Scientist at the Institute for Electromagnetic Sensing of the Environment IREA Naples (Italy). Between 2001-2004 she participated in the project "Health effects of radio frequency emissions from wireless phones," organized by the CTIA (Cooperative Research and Development Agreement), which is an international association for the wireless telecommunications industry, representing carrying, manufacture and supply wireless Internet. Between 2004 and 2005 she has been responsible for a science project on the effects of electromagnetic waves of mobile phones supported by Telecom Italia Lab. Between 2006 and 2007 she was chief scientist of another similar project also funded by Telecom Italia Lab.
